At first, many Americans believed that China's attempt to launch WAPI was to increase the "chip" for other trade negotiations, rather than really want to make it a standard. When Chinese people really push WAPI as the standard, Americans change from wondering to treating WAPI roughly, which is regarded as unreasonable trouble.
